He was the second child born to William Charles and Ivah Delaleh Short Barnes. Bill attended grade school in Pilot Knob, Missouri and graduated from Ironton High School in Missouri. Bill joined the United States Army in 1956; he married Shirley Marie Long on May 27, 1961, in St. Louis, Missouri. They had one son, William Franklin, Jr., married to Vanita Kaye Leach and a daughter, Juanita Lynn Garett, and one grandson, Austin Tyler Garett.
Bill and Shirley lived and worked in St. Louis, Missouri. Bill was an accountant and also lived and worked in Fremont, California and then in Rockwall, Texas, for the rest of his career until he retired, then Denton, TX to the time of his death. Bill was a loving husband, father, grandfather, brother, uncle, family member and friend. He was a man of few words and will be greatly missed. Bill was preceded in death by his wife, Shirley, on May 5, 2014. Bill was from a large family consisting of four half brothers and sisters who preceded him in death: Eileen Louise Bukowsky, William Charles "Bud" Jr, Mildred Jean Taylor, Betty Joyce Cornelli; and five siblings: Mary Jeanette Wallach (deceased), James Newton, Charlotte Ann Lewis, Vicky Lynn Barnes, and Terry Lee Warnecke. He leaves behind many fond and fun memories for those who knew and loved him. On February 16, 2021, Bill received a call he could not refuse. It was for a reunion with family and friends he hasn't seen for a long time to that wonderful place called Heaven. May his soul Rest in Peace eternally with Our Lord and Savior, Jesus Christ.
